In a state perennially threatened by wildfire, where the line between natural beauty and existential risk has grown perilously thin, Senator Bill Dodd has proven to be one of Napa County’s most tireless and influential advocates for wildfire prevention. From the high-risk communities of Angwin to the rural stretches surrounding Steele Canyon, Dodd has led an aggressive campaign to protect Napa’s residents, landscapes, and essential infrastructure from the escalating threat of wildfires.
His tenure has delivered transformative policies, key funding, and groundbreaking collaborations with CAL FIRE, Napa County, Napa County Firefighters, and Napa Firewise, setting Napa County apart as a model of fire resilience. As Dodd concludes his term, Napa Firewise celebrates his legacy with deep gratitude for his strategic vision and unparalleled commitment to public safety.
“It’s been a pleasure to partner with Napa Firewise on wildfire safety efforts, as they are leading the way intaking proactive steps to save homes and lives,” said Senator Bill Dodd. “Through the extension of this office, California can continue to work smarter to address the increasing wildfire threat,” he added, referencing his support of Napa Firewise and statewide wildfire safety innovations.”
Senator Dodd’s leadership has been instrumental in creating a safer, more resilient Napa County,” said Joe Nordlinger, Chief Executive Officer of Napa Firewise. “Through his advocacy and commitment to wildfire prevention, he has empowered communities to protect themselves from increasing wildfire risks. We are profoundly grateful for his dedication to Napa County’s safety and well-being.”
A Track Record of Unmatched Support
Empowering Local Fire Safety Initiatives
In 2021, Dodd secured $7.6 million in state funding for wildfire prevention and essential infrastructure upgrades in Napa County. Of this amount, $2.7 million was allocated to Napa County, enabling Napa Firewise to fund critical fuel reduction and fire-safe initiatives. These resources allowed Napa Firewise, in partnership with Napa County Firefighters, to implement extensive projects that proactively manage fire risks in vulnerable areas.
Ongoing Investment in Community Wildfire Protection
Dodd’s recognition of the importance of Napa County’s Community Wildfire Protection Plan (CWPP) led to $1 million in 2022 to support its second year. This ongoing financial backing has enabled Napa Firewise to advance crucial local strategies, reinforcing wildfire preparedness and building a safer, more sustainable future for the county’s residents.
Improving Emergency Evacuation Routes for Rural Communities
With an understanding that safe evacuation routes are indispensable during wildfire events, Dodd allocated $4 million in 2022 to enhance emergency routes for Napa’s rural areas, including communities like Deer Park and Berryessa Highlands. These improvements not only safeguard residents during emergencies but also strengthen the county’s broader infrastructure for public safety.
Fortifying Firefighter Access and Infrastructure in 2023
In 2023, Dodd championed an additional $3 million, matched by $1 million from Napa County, directed toward crucial vegetation management, shaded fuel breaks, and roadside clearing. This funding is vital for creating and maintaining firefighter access routes and sustaining the county’s commitment to wildfire-resilient infrastructure.
Community Engagement Beyond Legislative Duties
Dodd’s commitment to Napa County’s wildfire prevention extended beyond legislative action. In 2021, he designated Napa Firewise as the beneficiary of his annual holiday fundraiser, raising $1.4 million. This substantial contribution supported community-wide wildfire prevention efforts, underscoring his commitment not only as a legislator but also as a community leader.
The Lasting Legacy of Senator Dodd’s Commitment to Fire Resilience
Through his strategic vision and hands-on approach, Senator Bill Dodd has helped position Napa County as a beacon of wildfire safety and community resilience. His legacy in wildfire prevention and public safety extends beyond Napa, offering a model for other California communities facing similar threats.
A major accomplishment in this legacy is Senator Dodd’s recent bill, SB 74, which makes California’s Office of Wildfire Technology Research and Development a permanent part of Cal Fire. Originally set up by Dodd in 2021, this office focuses on new technology to help detect and fight wildfires more effectively. One of its major successes is a partnership with the University of San Diego to develop “Alert California,” an AI-powered tool that detects smoke in forests to catch fires early. SB 74 removes the 2029 expiration date, so the office can continue developing these life-saving tools. The bill also sets up a board to oversee the office’s work and requires an annual report to share its progress with the state. This permanent office will keep California on the cutting edge of wildfire prevention.
As he retires after 25 years of public service and 126 passed bills, Senator Bill Dodd leaves behind an impactful career marked by dedication and forward-thinking initiatives. Representing California’s 3rd Senate District -which spans all of Napa, Solano, and Yolo counties, along with parts of Contra Costa, Sacramento, and Sonoma counties – Dodd’s influence extended across a diverse range of communities, including cities like Martinez, Pleasant Hill, Petaluma, and Woodland. His commitment to his community was evident long before his tenure in the Senate; previously, he served in the California Assembly and spent four terms on Napa County’s Board of Supervisors. Dodd’s career has been defined by his ability to champion crucial public safety measures, safeguarding the long-term welfare of his constituents and setting a high standard for community resilience across the North San Francisco Bay Area.
