Mechanical and Manual Treatment for 49 Acres at Phillips -Wells Fargo West as part of Napa Veterans Home/Light House for the Blind Forest Health Grant (NCFF CF23-FH-8GG22616 )
The Napa Communities Firewise Foundation ( or “NCFF”), a nonprofit organization, is seeking proposals from qualified and experienced contractors to provide all labor, materials, and equipment necessary to implement forest health treatments in Year 2, Manual and Mechanical at Phillips Wells Fargo West in the form of mechanical & manual thinning of the Napa’s Veteran’s Home/Lighthouse for the Blind Forest Health Grant Project (herein “Project”). The project is in Napa County, CA, and encompasses five adjacent private, working forestlands managed by four individual owners on both sides of Oakville Ridge, and by Lighthouse for the Blind along Mt. Veeder Road. For a map of the project location, see Exhibit A Project Map.
Year 2 of the project will take place over 12 months between the Summer of 2026 – Spring 2027 work season. The project will implement forest health and fuels reduction treatments by manual and mechanical methods. Treatment prescriptions are directions to contractors to ensure forest activities not only lower the threat of wildfire but also promote forest health. Removal of ground and ladder fuels will be accompanied by variable density thinning to promote the development of larger trees in a diverse growing forest with both open and closed crown canopies.

To be considered for any Napa Firewise project, contractors are required to posses the following:
- Comprehensive or Commercial General Liability Insurance at least as broad as Insurance Services Office Commercial General Liability Coverage (occurrence form CG 0001), in an amount of Two Million Dollars ($2,000,000.00) per occurrence for any one (1) incident, including, without limitation, personal injury, death and property damage. If a general aggregate limit is used, such limit shall apply separately hereto or shall be twice the required occurrence limit.
- The Comprehensive or Commercial General Liability Policy shall provide that NCFF, and its agents, officers, officials, directors and volunteers, and the California Firesafe Council, the State of California, and their respective officers, agents, employees and servants, are covered as additional insured for liability arising out of the operations performed by, or on behalf of, CONTRACTOR. The coverage shall contain no special limitations on the scope of protection afforded to NCFF or its agents, officers, officials, directors and volunteers. Said policy shall also contain a provision stating that such coverage:
- Includes contractual liability.
- Does not contain exclusions as to property damage caused by explosion or collapse of structures or underground damage, commonly referred to as “XCUHazards.”
- Is the primary insurance with regard to NCFF.
- Does not contain a pro-rata, excess only and/or escape clause.
- Contains a cross liability, severability of interest or separation of insureds clause.
- The Comprehensive or Commercial General Liability Policy shall provide that NCFF, and its agents, officers, officials, directors and volunteers, and the California Firesafe Council, the State of California, and their respective officers, agents, employees and servants, are covered as additional insured for liability arising out of the operations performed by, or on behalf of, CONTRACTOR. The coverage shall contain no special limitations on the scope of protection afforded to NCFF or its agents, officers, officials, directors and volunteers. Said policy shall also contain a provision stating that such coverage:
- Automobile/Motor Liability Insurance with a limit of liability not less than One Million Dollars ($1,000,000.00) combined single limit coverage. Such insurance shall include coverage of all owned, hired and non-owned vehicles and be at least as broad as Insurance Service Offices Form Code 1 (any auto).
- Workers’ Compensation Insurance, as required by the California Labor Code, with statutory limits, and Employers Liability Insurance with a limit of no less than One Million Dollars ($1,000,000.00) per accident for bodily injury or disease. Said policy shall contain, or be endorsed to contain, a waiver of subrogation against NCFF and its agents, officers, officials, directors and volunteers.
- Please note that in addition to the general requirements outlined in this RFP, individual grant projects may have supplementary contractor requirements.
